Elizabeth Street, Melbourne, is a major Melbourne street that includes direct access to flinders Street Station, a tram line and a host of takeaway cafes and entertainment businesses. 

The site assessment area, which included Flinders Lane, has a range of well publicised issues with cleanliness, homelessness and criminal behaviour. Council has been working with partner stakeholders to find ways to improve the perception and reality of safety, and a CPTED assessment was established in 2024.  The Metro tunnel works is a further complicating factor, as many people now use Elizabeth Street for gathering as Swanston Street has considerable levels of construction that has disrupted the usual management of space across the city.
