Local governments have a wide range of Community Safety and Crime prevention strategic responsibilities, including partnerships, program delivery, community infrastructure development, improving safety and perceptions of community spaces and places.
Many people think that Community Safety is only about crime prevention and understanding reported crime stats: crime prevention is only one element of community safety and practitioners can struggle to find services that recognise the multi disciplinary nature of this portfolio.
OUR APPROACH
Effective local government community safety utilises a team and multi disciplinary approach that brings together different local knowledge, history and social evidence.
We also understand that local government is often the delivery point for projects and programs financially supported by state and federal governments (including family violence, public space CCTV and emergency management), and the time constraints and stakeholder management issues that underpin complex, emerging liveability, safety and resilience community issues.
CPTED Consulting has a strong reputation for listening to our clients, developing a bespoke response and producing quality audience relevant reports. We have many repeat clients who value our approaches and professionalism.
OUR EXPERIENCE
We’ve worked with 30 local councils and Victorian government departments and statutory authorities: we’ve learnt a lot from that experience and understand the challenges that safety and liveability outcomes bring to planning, implementing and monitoring major projects and programs. We have chosen to focus our CPTED projects on local government, having decided to decline commercial interest in our work. We believe we can add value to your expertise: we continue to be impressed with how enthusiastically local government practitioners strive for safe places, programs and connections.

OUR TEAM
Jan McGannon
Jan created MGN Consultancy in 1999, following over 15 years in education and state government.
Jan has led many complex, state wide pilot crime prevention/harm minimisation evaluations (with Crime Prevention Victoria and the Department of Justice) as well as place based specific program evaluations. Community Safety planning has also been a major component of Jan’s project work across Councils, and with several Councils, lead the planning and implementation of the Council’s first Community Safety Strategy and plans.
Jan has also led our extensive project work in undertaking feasibility studies, implementation and evaluation of public space CCTV, at a time when community concerns and expectations about introduction of CCTV was a major area of discussion. CCTV projects started Jan’s interest in understanding the relationship between space and action, and the criminological theories that underpin how passive and active surveillance can have direct impact on a community’s safety.
Jan qualified as a CPTED assessor from the Safer by Design program (NSW police) in 2016 and has been assessing new development sites and remediation sites for over 8 years.
She has also been an accredited international peer reviewer for the World Health Organisation Safer Cities Framework, and a National Executive Board Member of the Australian Safe Communities Foundation (2010 – 2012)
Bill McGannon
Bill has an extensive background in Organisation Development and Workforce Planning in state and federal departments, central agencies and statutory authorities. He has held senior positions in portfolios of health, social services, police and public sector employment (State Services Authority) where he developed and implemented the first Victorian whole of public sector staff satisfaction survey - People Matter - which is still operated across Victoria.
Bill’s understanding of complex stakeholder management, addressing complexity in developing and monitoring strategy has been a mainstay of many of our projects since he joined the company in 2004.
His interest in crime prevention and harm minimisation strategy led to him undertaking accreditation as an international reviewer for communities seeking recognition as a Safe Community under the World Health Organisation framework. Bill has contributed to many of our public space CCTV projects, CPTED assessments and undertaken significant research for Community Safety Plans.
