Community Infrastructure Projects
Multi sport stadiums, skate parks, aquatic centres and sporting fields are important community assets. Development of places and spaces that are designed for legitimate space users to feel and be safe will encourage long term activation and participation. Social infrastructure projects are major Council investments that are time consuming, costly and have significant lag times. There are a number of time points when CPTED advice, support and expert knowledge will strengthen the sense (and reality) of safety that community space users will see and feel when the project is completed.
Planning for safe buildings, car parks, fields and roads requires specific attention to the needs of users (all ages, genders, ability and physical needs) as well as understanding of how anti social and criminal behaviour can impact on people’s sense of safety. The integration of different space uses (café, change rooms, sport zones, childcare, reception) need to maximise line of sight, lighting, mechanical surveillance, links between zones and clear and simple signage.
Here are some of the questions that a CPTED assessor will address with a specific focus on finding ways for compatible multi group usage:
Is there safe movement between the facility and public transport options for children to move safely between the facility and home?
How are you preparing landscaping, lighting, seating and entrance plans that facilitate the sense and reality of safe passage?
Is a redevelopment project generating community action and concern – focussing on safety is a productive and relatable way to engage with community members
There are several time points when having specialist advice can be really valuable:
Pre planning: ensuring that safety and activation are at the forefront of project planning and space allocations?
Concept plans: a plan based CPTED assessment can identify opportunity for improvements, changes and also acknowledge where planning has identified strong opportunities. This can be a group workshop/session with all Council officers involved in planning to ensure breadth of views
Master plans: Councillors may benefit from an independent assessment of safety and amenity for the project, particularly if there is community concern regarding the project
